Military Innovation and Adaptation
Military innovation studies is the subfield of strategic studies asking why military organizations so often fail to change despite evident need — and why they sometimes succeed. The field coalesced in the 1980s around interwar case studies (who got armor, carriers, and air power right between the world wars, and why), organized itself around competing schools in the 1990s–2000s, and took an “adaptation turn” after Iraq and Afghanistan. Its central tension: militaries are simultaneously the organizations with the most to lose from stagnation and among the most structurally resistant to change. 1
The Four Schools
Adam Grissom’s canonical 2006 survey (The Future of Military Innovation Studies, JSS 29:5) organized the field into four schools; Stuart Griffin’s ten-years-on review (2016) found them still standing:
- Civil-military relations — Barry Posen, The Sources of Military Doctrine (1984), often cited as the field’s founding work. Innovation succeeds when empowered civilian outsiders intervene in doctrinal development, allied with creative insiders — “maverick officers.” Exogenous, top-down. Cases: interwar Britain, France, Germany.
- Inter-service politics — rivalry between the services for scarce resources shapes both the type of innovation pursued and perceptions of conflict itself (Bacevich’s The Pentomic Era; Sapolsky on Polaris).
- Intra-service politics — Stephen Rosen, Winning the Next War (1991). Competition between branches within a service drives change; success requires the “alignment” of leadership, branches, and institutional structures behind a “new theory of victory” — an explanation of what the next war will look like and how to fight it — that wins the internal ideological struggle.
- Cultural approaches — Theo Farrell, Terry Terriff. Organizational and strategic culture as the key variable: innovation comes via senior leadership reshaping culture, via external shock (defeat), or via emulation of other professional militaries. This school largely dominated the field by the 2010s.
The Adaptation Turn
Grissom’s survey called out two gaps: the top-down bias of all four schools, and the paucity of work on in-conflict adaptation (as distinct from peacetime innovation). The Iraq and Afghanistan wars filled both — Williamson Murray’s Military Adaptation in War (2011), Farrell/Osinga/Russell’s Military Adaptation in Afghanistan (2013), James Russell’s “Transformation in Contact” studies — shifting attention to bottom-up, field-level change: units modifying tactics, techniques, and equipment in contact, sometimes against their own doctrine. Griffin’s 2016 verdict: the field’s challenge is no longer finding cases but disciplinary coherence — “multidisciplinary or lacking discipline?” 3
Innovation Is a Gamble (Kuo’s Correction)
The field’s pro-innovation consensus assumes major change improves military power. Kendrick Kuo (2021) dissents: innovation can be self-defeating. When a service’s growing commitments outstrip its shrinking resources — a “wicked mismatch” — it is incentivized to gamble on a new capability to meet overly ambitious goals while cannibalizing traditional capabilities to pay for it. The result: over-specialization in a capability that cannot carry the mission alone, vulnerability from the lost old capabilities, and eventual reversion to older methods of war. Where the commitment-resource gap is small (an “undermatch”), innovation tends to be incremental and healthier. Kuo’s test case is interwar armor: the “British conservative traditionalism vs. German effective radicalism” caricature fails — Germany never actually tried the full blitzkrieg program, and the British army in many respects did innovate — because Britain, not Germany, faced the wicked mismatch. 4
Current Instance: The Drone Adaptation Race
From the war (RUSI fieldwork, Feb 2025): Watling and Reynolds’ third-year survey of the Russo–Ukrainian War opens with the field’s core law: if a side does not win in the opening phases, protracted war forces continuous adaptation and counter-adaptation. Year one was mobile; year two was breaching attempts; year three was attritional. FPV drones now define the battlefield: 60–80% of Ukrainian FPVs fail to reach their target (EW, weather, operator skill), yet tactical UAVs still account for 60–70% of damaged and destroyed Russian systems. Both sides organic UAV companies/battalions; wire-guided FPVs defeat jamming; strike windows are carved out by planned pauses in friendly EW. NATO deductions: counter-UAS is an all-arms survivability requirement demanding economical engagements; existing medical doctrine is not executable under persistent observation; and militaries must adapt to tomorrow’s challenges rather than perfect the execution of past doctrine. 5
From the strategy pages (Marks op-ed, Aug 2026): US dominance since the 1940s rested on successive “offset strategies” — nuclear deterrence (first), the 1970s–80s reconnaissance-strike complex (second), human-machine teaming/AI (third). Against Houthi and then Iranian drone-and-missile campaigns, the third offset has not delivered: a two-carrier campaign left Red Sea shipping down ~50% from 2023, and $30,000 Shahed one-way attack drones (1,600-mile range) impose ruinous magazine-depth economics against multi-million-dollar interceptors. Marks calls it the first time since WWII that the US military is “a major step behind,” and notes the Pentagon’s crash catch-up program. The Kuo caveat cuts both ways: crash programs launched under commitment-resource strain are precisely where harmful, over-specialized innovation happens — the lag is dangerous, and so is the shape of the response. 6 7
